National Emergency Risk Communication (ERC) Capacity Assessment, Kosovo, September 28 – 29, 2017

Emergency risk communications (ERC) is a public health intervention for outbreaks and health emergencies, and a core capacity under the International Health Regulations (IHR) (The WHO International Health Regulations (IHR) (2005) can be found at http://www.who.int/ihr/en/ ).

The purpose for this assessment is to clearly identify national risk communication capacity in terms of a phased approach across the different stages of an emergency within 4 key emergency risk communication capacity areas. These include 1) communicating timely and transparently; 2) coordinating public communications among partners; 3) actively listening to and incorporating the publics’ and communities’ concerns in communications strategies and messages; and 4) selecting the preferred channels that target audiences use and delivering messages through trusted influencers.

The ultimate goal is to effectively promote behavioural change and reduce and mitigate the expected impact of the health hazard before, during and after public health events.
